Oyo 2027: Hold Me Accountable For IGR Growth — APC Guber Hopeful, Kolapo Kareem

At the official launch of my policy blueprint, Our Realistic Tomorrow, held on Saturday, 10th January 2027, I made a clear and uncompromising commitment to the people of Oyo State: hold me accountable if I fail to increase our Internally Generated Revenue (IGR) without pushing citizens into deeper financial hardship.

The event, attended by political leaders, party members, friends, family, and members of the general public, was not merely a ceremonial gathering. It marked the presentation of a structured economic reform agenda designed to reposition Oyo State from a consumption-driven economy to a production-led and investment-attractive economy.

For too long, subnational governments have relied on aggressive taxation and levies as the primary means of boosting revenue. I reject that model. Sustainable revenue growth must come from economic expansion, productivity enhancement, formalisation of economic activities, technology-driven efficiency, and elimination of systemic leakages.

My approach to increasing Oyo State’s IGR is anchored on five key economic pillars:

  1. Expansion of the Productive Base:
    I will establish industrial parks across the senatorial districts to stimulate manufacturing, agro-processing, and value-chain development. By increasing local production and attracting private sector investments, we broaden the tax net organically rather than intensifying tax rates on existing taxpayers.
  2. Agricultural Commercialisation and Value Addition:
    Agriculture in Oyo State must transition from subsistence farming to structured agribusiness. Through mechanisation, aggregation systems, storage infrastructure, and agro-processing clusters, we will move up the value chain. This will increase output, create taxable economic activity, and boost rural incomes without imposing additional tax burdens.
  3. SME Formalisation and Business Support Framework:
    Rather than harassing small businesses, my administration will simplify business registration, provide structured incentives, and deploy digital tax systems that encourage voluntary compliance. When businesses grow, revenue grows. The objective is compliance through growth, not enforcement through intimidation.
  4. Technology-Driven Revenue Administration:
    We will deploy data analytics, digital enumeration, geospatial mapping, and integrated revenue management systems to block leakages, eliminate multiple taxation, and improve transparency. A significant percentage of revenue losses in many states comes from inefficiencies and corruption—not from low tax rates.
  5. Fiscal Discipline and Expenditure Rationalisation:
    Increasing IGR is not only about earning more; it is about managing better. My government will prioritise cost efficiency, zero-based budgeting principles, performance-based expenditure tracking, and strict debt sustainability frameworks. Reckless borrowing will not be an option. Revenue must translate into visible development outcomes.

Everything contained in Our Realistic Tomorrow is practical, measurable, and implementable. This blueprint is not a campaign pamphlet—it is a governance framework. When I assume office in 2027, every policy outlined will move from paper to action.

I believe Oyo State has untapped economic potential in solid minerals, agribusiness, tourism, ICT, and industrial manufacturing. By strengthening the enabling environment—power facilitation, regulatory clarity, security architecture, and infrastructure partnerships—we will attract private capital that expands the economy and automatically increases state revenue.

Let me be clear: I will not balance the books on the backs of market women, artisans, civil servants, and struggling entrepreneurs. Economic intelligence, structural reform, and investment-led growth—not punitive taxation—will drive revenue expansion under my administration.

That is why I said publicly and I repeat: Hold me accountable. If I fail to grow Oyo State’s IGR through reform, efficiency, and expansion rather than economic pressure on our people, then I would have failed my mandate.

The difference between hardship and prosperity is leadership. In 2027, Oyo State must choose disciplined economic reform over convenient revenue extraction.

And I am ready to lead that reform.
